Abstract | The Belt and Road Initiative (BRI) is arguably China’s most ambitious policy programme, which aims to accelerate economic collaboration among countries across the globe. However, what the BRI programme entails has been a focal point of contention since its inception. This chapter traces the unfolding of the BRI policy measures to sketch the defining features of the BRI, and finds there is no official definition of a BRI project or activity. The ambiguities reflect the ongoing recalibrations in a dynamic process of policy learning amid changing domestic and international circumstances, suggesting the pitfalls of expecting a rigid delineation of the BRI. |
