AbstractHistoric urban landscape is intrinsic motivation for urban future development while urban land offer sufficient utility services to historic scenic area. However, the management of urban development and double-win orientation in historic urban landscapes and city is usually overlooked in China. It is a matter of great urgency to determine strategies and tools in support of its sustainable development. Examining the case of Yangzhou, this paper aims to reveal the pressures of the existing historic urban landscapes and discuss possible planning strategies of historic sites management. To support positive interactions between urban land and historic urban landscapes, stronger development management measures should be enforced to control local development in historic areas, in the aspects of ecology, culture, land use and local community development on both city scale and landscape scale.
