AbstractConsidering their recent divergent histories, China plus 16 presents an unexpected, even unlikely partnership. Since 1989, the countries of Central Europe have taken a path very different to that of communist China – they embraced Western style democracy, a process that culminated in their entry into the EU. 1 Of particular interest for this chapter is the so-called V4 group of new EU members – the Czech Republic, Hungary, Poland and Slovakia – which have recently sought to gain greater influence within the EU, presenting new challenges to Europe and its self-understanding as a community of values.
