AbstractThe author conducts a case study on the reform of governance and management at the University of Hong Kong through reallocation of power and organizational development.It is found that power can serve as an important buffer between the external environment and the inner organizational structure.Although the reallocation of power between different stakeholders within universities requires the reform on the organizational form of power,the empowerment of students and teachers is by no means equal to the decentralization of power from the university level to the school level.
