AbstractA report of reactive power as an ancillary service is presented. A reactive power market structure for generators is proposed based on their reactive capability characteristic and associated costs. A two-step procedure is discussed for the ISO to devise optimal reactive power contracts based on the formulation and maximization of a new social welfare function for reactive power.
