AbstractThe Chinese case, because of its tremendous scale and comprehensive nature, helps shed light on some of the concerns about decentralization developed by Cummings and Riddell. It turns out that the variety of factors influencing the control of education are not fully captured by the Cummings-Riddell approach. Some modifications to the approach are proposed. © 1994.
