AbstractIt is a widespread belief among the industry that it is difficult to carry out adaptive reuse in Hong Kong, especially when seeking approval from regulatory authorities such as the Buildings Department, the Fire Services Department and the Antiquities and Monuments Office. The stringent requirements to be complied for approval as well as implementing the necessary intervention methods has led to high project costs and delays. This dissertation aims to provide suggestions to the current building approval regime by identifying the challenges of adaptive reuse of heritage buildings in Hong Kong, with focus on statutory compliance and building regulations. Through case studies of various adaptive reuse projects, this dissertation examines common areas of non-compliance, including fire safety, structural integrity, means of escape, barrier-free access and protective barriers. Along with sharing by practitioners from their own working experience in adaptive reuse projects, these findings reveal a pressing need for a more flexible regulatory framework that accommodates the unique characteristics of heritage buildings while ensuring safety. Analysis is also done in relation to international practices illustrate alternative approaches, such as more comprehensive performance-based codes and management approaches, which could enhance the adaptability of heritage structures. Ultimately, the dissertation advocates for a balanced methodology that harmonizes statutory requirements with the principles of conservation, fostering a sustainable approach to adaptive reuse in Hong Kong.
