AbstractThe Unified Leasing and Renovation Policy for urban villages in Shenzhen is a complex topic that has garnered limited academic attention thus far. This is primarily because the policy was introduced relatively recently, resulting in a lack of sufficient cases and data for study. Existing research mainly focuses on rental pricing, policy perception, and specific implementation pathways. This paper posits that exploring this field from the perspective of private house landlords in urban villages will help address research gaps and provide valuable references for future academic inquiries. The study combines quantitative analysis methods, such as Structural Equation Modeling (SEM), with Fuzzy Set Qualitative Comparative Analysis (fsQCA). Using a seven-point Likert scale, relevant data were collected to analyze the factors and configurations influencing landlords' opposition to the Unified Leasing and Renovation Policy, and to propose targeted strategies and recommendations. The results indicate that five factors significantly affect landlords' attitudes towards the policy: their perception of the policy, trust in state-owned enterprises operating the policy, expected returns, autonomy and safety in property management, and communication and coordination with original tenants. The analysis reveals three main types of landlords who oppose the policy: trust and cognition-constrained landlords, autonomy-valuing landlords, and conservative landlords. The core conditions for these groups are low trust in enterprises and insufficient policy awareness, low property management autonomy, and negative attitudes towards both policy awareness and expected returns, respectively. Based on the analysis, this paper proposes four policy recommendations: (1) improving landlords' positive perception of the Unified Leasing and Renovation Policy; (2) establishing informal housing as formal housing; (3) building a democratic landlord participation model; and (4) forming a sustainable unified leasing and renovation operation model.
