AbstractIn a modern knowledge-based economy, many cities now recognise that cultural and artistic advancements may revitalise urban life while contributing significantly to economic growth. As a result, significant cultural initiatives like "Cultural and Art Districts" are being integrated into city revitalisation plans and regional development strategies. These programmes attempt to drive urban development, create new urban identities, and improve the competitiveness and attraction of cities. The WKCD, which covers 40 hectares, is Hong Kong's critical cultural and artistic investment. Its ambition is to develop a brand-new, world-class cultural and entertainment hub, enriching the cultural lives of its residents and propelling Hong Kong into the ranks of major international cultural metropolises. This study delves into the developmental model of the WKCD project. It begins by reviewing domestic and international literature, alongside a comparative analysis with global case studies, to establish an academic foundation for the research and introduce the background of the WKCD project. Subsequently, the study examines and analyses aspects such as the developmental model, financing arrangements, overall planning, and implementation strategies of the WKCD project. It then proceeds to engage with four professionals and scholars involved in developing the WKCD, discussing the main existing issues within the project's current development, building on this discussion, and proposing recommendations and reflections. The findings indicate that from the inception of the WKCD project to the establishment of the WKCD Authority, spanning several years of planning, the focal point of attention for both government authorities and the public has been to ensure that the project proceeds under a development model that is prudent, rational, cost-effective, beneficial to the public, and in line with Hong Kong's long-term interests. The project is intended to operate within a management framework that adheres to good governance and transparency principles. However, the WKCD project still lacks comprehensive consideration regarding urban planning, cultural infrastructure, and talent development. These elements are crucial for successfully advancing the WKCD project and realising Hong Kong's aspiration to become a cultural metropolis.
