AbstractThis dissertation examines the effectiveness of the Light Public Housing (LPH) scheme in Hong Kong. The LPH scheme is a housing policy introduced in 2022 to address the shortage of affordable housing for low-income families. By studying the historical background of public housing in Hong Kong, it illustrates the urgency of providing LPH units and the effectiveness of LPH in improving the public rental housing policy framework will further be studied. The LPH scheme was implemented as a short-term solution to the urgent demand for housing by constructing 30,000 LPH units within five years to alleviate the long waiting times for traditional public rental housing. This research will evaluate the effectiveness and limitations of the LPH initiative through an analysis of its objectives, implementation strategies, execution, and public support. The dissertation is based on empirical data, reviews of existing literature on public housing policies in Hong Kong and overseas cases. By conducting an in-depth investigation of the LPH construction process, execution process, and their impact on residents' well-being, a comprehensive understanding of the scheme's effectiveness will be studied and illustrated.
