AbstractThis study investigates an adaptive reuse project called Wanzhu Square, located in the interior of Huanhuaxi Park in Chengdu. Using desktop research and first-hand experiences and documents, this paper explores the historical and social value of Huanhuaxi as a cultural landscape. Through a careful analysis of the relationship between the government, and the architects and the project process, the author points out the lack of consideration to authenticity and public participation in the project. By analysing the urban renewal policies at the national level, city level and district level, thise paper criticises that policy discontinuity is the main reason for the lack of authenticity and public participation. Finally, the author concludes that the lack of authenticity and public participation has devalued the historical and social value of Huanhuaxi Park. The author suggests that the city level policy be used as a framework to adjust the national level and district level policies, emphasising the need for authenticity and public participation with policies that ensure the consistency of practice and policy by means of monitoring.
