A review of the proposed reclamation project of "Lantau tomorrow vision" from the professional housing management perspective

Abstract

Ever since the British colonial government period, Hong Kong has been facing an obvious and serious problem of land shortage. Once a small group of fish villages, soon to be developed into today’s international commercial metropolis, Hong Kong has been continuously adopting different reclamation schemes for land development through the ‘New Town Development Programme’. Although Hong Kong has been developing under the town planning progamme, its main weakness still relies on its limited land supply, a problem that has been the concern of the Hong Kong Government even since the previous colonial government, when the first reclamation scheme was introduced. In order to solve this problem and improve land availability, the latest Hong Kong Chief Executive Mrs. Carrie Lam recently announced a newly large-scale land project, the ‘Lantau Tomorrow Vision,’ a project that seems a suitable and sustainable way for Hong Kong’s future development and that may be able to tackle its weakness. Although not much study or information has been disclosed, the Lam’s administration announced the initial thinking and the preliminary information of the project is to build up some artificial islands by a huge reclamation. However, after experiencing serious typhoon damage in the past three years, most of the Hong Kong citizens are concerned about what preventions can be taken to resist the serious bad weather that may affect the construction, development and maintenance of the new land project. This paper aims, from the perspective of professional housing management, to review and provide advice for the pre-management or construction stage of ‘Lantau Tomorrow Vision’ in order to enhance the viability of the project.
