AbstractNotes the publication in November 2016 of the fifth interpretation by the Standing Committee of the National People's Congress of the People's Republic of China of Hong Kong's Basic Law. Explains why such interpretations should be seen as constitutional legislation, and considers the interpretive methodological framework the Hong Kong courts should adopt towards its provisions, highlighting the justifications for a purposive approach.
