AbstractFrom the 20th century,China began the reformation of socializing the welfare system.Under the background of population aging and transformation of government functions,elderly service system has entered the rebuilding phase with socialization as its important feature.The ideas and practice of Western social welfare privatization has provided valuable reference for China.Non-profit and nongovernmental organizations play a key role in the elderly service system,which can be understood from the perspectives of responsibility efficiency and cost efficiency.Government should develop nongovernmental organizations from two aspects including policy support and system evaluation so as to promote the socialization of elderly service
