Abstract | Under the leadership of its first Chief Justice, Andrew Li, Hong Kong’s Court of Final Appeal (CFA) has been a success in many ways. In its first 13 years, the CFA delivered world class judgments, inspired confidence while avoiding major controversy, developed a new body of Hong Kong jurisprudence, particularly robust in the human rights area, and decided cases efficiently with consistency. So what were the secrets to its success, and will the new Chief Justice be able to lead the Court to similar ends? Having assumed office on 1 September 2010, Chief Justice Geoffrey Ma faces significant challenges in leading the CFA at a time of unprecedented change and uncertainty both in the makeup of the Judiciary and in the future political system of Hong Kong. |
