AbstractThis paper is an attempt to take a look at how the colonial government dealt with the question of political reform in the mid-1970s. The so-called the ‘MacLehose era’ was widely perceived as a decade of social reforms. Yet, despite the governor’s recognition of the existence of an anachronistic political system, little had been done about reforming the political arrangement.
