Abstract | This paper attempts to depict the diverse agendas of Hong Kong and Macau in response to the global trend of “academic entrepreneurialism”. It contains a review about the rise of entrepreneurialism in Asian higher education. It will then chronicle the policy-driven development of Hong Kong higher education, followed by a discussion about Macau higher education which is comparatively more market-driven. In the concluding section there is a brief analysis between the two episodes of changing higher education governance in the two East Asian cities, in terms of their socio-political circumstances, development of higher education, and the position of their higher learning institutions in the global academy. |
