Objectives
1) To propose a bespoke zero carbon building policy for Hong Kong within the contexts of international zero carbon building policies, initiatives and demonstrations and the evolution of policies on building energy and carbon emissions in Hong Kong 2) To identify the opportunities and risks associated with the formulation and implementation of this possible zero carbon building policy for Hong Kong. 3) To develop recommendations for realizing the identified opportunities and mitigating the identified risks for effective reductions of energy consumption and carbon emissions of buildings in Hong Kong.
