In the interest of the public? The rethinking of the professional planner's role under the guidance of the administration

Abstract

This paper discusses the definite function of the government planners in Hong Kong, especially in the understanding of the public interest, in order to meet the needs of the change of Hong Kong socially, economically and politically.

嘗試剖析政府的專業規劃師如何理解“公眾利益”和如何以公眾利益之名行事 ,從而探討在重建市區的需要越來越迫切的情況下 ,香港整體社會可能面對的挑戰和問題。筆者首先剖析香港的規劃環境 ,然后討論筆者對政府規劃師的調查研究結果 ,最后以香港不斷轉變的社會經濟和政治發展作結。筆者認為 ,更敢于提出訴求的民間社會已逐漸形成 ,民間社會要求參予界定何謂公眾利益。因此 ,政府規劃師需要反思他們對公眾利益的理解。
