AbstractPrevious studies of government competency have ignored the structural relation among the organizational environment, personnel resources, and the cost of administrative management. The authors therefore approach the problem from innovative act of government officials prior to their appointment so as to reveal the relationship among these three factors. Based on the results of questionnaire-survey the paper concludes that the three factors have a strong effect on the internal organizational competency and a much weaker effect on the external competency.
