AbstractThe article presents an exploration into the themes of public interest, unidentified 'others,' and crisis-oriented public administration as drawn from the book 'Precarious Life: The Powers of Mourning and Violence,' by Judith Butler. Particular focus is given to the moral and civic dangers of using 'faceless' individuals as ideological targets in cases of violence and conflict. Further implications are drawn, questioning the presence of vaguely defined groups of victims and enemies in 21st century international politics, particularly in regards to contemporary crisis management frameworks.
