AbstractThe quake-induced Alfvén waves in the magnetosphere of neutron stars can accelerate electrons to high energies and give rise a burst of gamma rays. Here we generalize the acceleration mechanism to protons and demonstrate that the Galactic proton flux from dead canonical pulsars is sufficient to account for the "knee" feature in the energy range 1015 eV - 1016 eV of primary cosmic rays. Furthermore, we find that the overall star-quake (glitch) rate of galactic neutron stars is about 1 event per day, which is quite consistent with the gamma-ray burst rate.
