AbstractThis dissertation examines what are the expected purposes of the non-refoulement policy by various stakeholders in Hong Kong and how the stakeholders’ perceptions contribute to meet the expectations. A total of 7 semi-structured interviews were conducted with non-refoulement claimants, relevant government staff and Non-government Organizations (“NGOs”) for obtaining their views and experience regarding the non-refoulement claim system. Relevant literature reviews are also examined. It is therefore concluded that the current system has led to possible problems such as criminalization and social exclusion of the claimants. Four recommendations are then provided with a view to improving the system.
