AbstractThere is imbalance between economic and social developments in Hong Kong. This article analyzes the diminished care provided to the deprived senior citizens in financial support and personal care in the context of changing social dynamics; and discusses the relative responsibilities of the individual, the family, the community, and the government for the provision of these various aspects of care.
