| Abstract | 本文首先介紹《基本法》對於中國中央政府與香港特別行政區關係的設計，尤其是它怎樣同時體現國家主權原則和特別行政區的高度自治原則；然後討論《基本法》和相關由全國人大常委會作出的解釋怎樣處理香港政治體制民主化的問題，以及在這個問題的處理上，國家主權原則和高度自治原則的平衡。最後，本文探討2017年行政長官普選的問題，並建議香港應該在這方面走一條中道或中庸之道，一條兼顧國家主權原則和港人民主自治原則的中道。 |
