Abstract | This paper, primarily based on an initial study of two dense cities in Asia – Singapore and Hong Kong, compares their performance in green building and argues that legal provisions play an essential role in promoting green building. These two cities present two respective models for mandatory and voluntary development. This paper first describes the criteria used to evaluate policy. Later, it introduces four categories - policy, program, implementation and evaluation which can be used in policy making and discusses respective values based on the criteria. Combined with the experiences in Singapore and Hong Kong, the paper represents different types of implementation scenarios. This paper concludes with an overview of effective approaches toward encouraging green building and provides suggestions for further study. |
