Abstract《國家中長期教育改革和發展規劃綱要(2010—2020年)》為學前教育的發展制定了具體的長遠目標,但對于實現目標的關鍵環節——學前教育財政投入機制卻著墨不多。在深入分析學前教育財政投入保障機制的困境及其形成原因的基礎上,提出改革學前教育財政投入機制的初步構想。本研究報告從四個方面展開論述:(1)我國幼教財政投入體制改革的方向;(2)我國幼教財政投入體制改革的目標;(3)我國幼教財政投入體制改革的策略;(4)我國學前教育財政投入體制改革方案。 The Outline of China’s National Plan for Medium and Long-term Education Reform and Development(2010-2020) has clearly defined the objective of universalizing preschool education by the year 2020.However,ways to achieve it and reform the funding system have not yet been explored.This study will address these untouched questions and propose a systematic solution to the reform,based on an in-depth understanding of current dilemmas and problems with the financing system.The proposal is presented as follows:(1) future directions for the reform; (2) the ultimate goal of the reform; (3) strategies for the reform; and (4) workable solutions and why we should use them.
