AbstractIndia has been pursuing a new Burma policy since 1993 to meet its emerging strategic interests in the region. This article assesses 15 years of this "velvet policy" toward Burma's military regime and argues that New Delhi has faced more frustration than satisfaction in achieving its strategic objectives as a result of this shift in policy. © 2008 by The Regents of the University of California.
