AbstractChina has been experiencing very rapid economic growth. An excellent telecommunication infrastructure is essential to sustain this growth. The existing highly regulated telecommunication industry is hardly capable of coping with the demands on additional infrastructure required. We propose a four-pronged approach to not only accelerate the development of the infrastructure, but also stimulate the development of information-based industries.
