AbstractThis paper examines the transformation of a local community in Hainan Island, China from being a small agriculture village to becoming a nationally well-known tourist destination. Discussions are focused on some emerging issues with regards to China’s current modernisation campaign. The ultimate aim of the study is to highlight some specific obstacles to community tourism development in China. The methodological approach is predominately qualitative, on the basis of a paradoxical perspective with regards to modernity theory. The researcher attempts to examine the case via a comparative analysis, in accordance to three specific criteria: The relationship between economy and politics, the question of civil society and public sphere, and the development towards democracy. It is argued that the transformation of the Western ideas about community tourism to China would be challenged by a series of unresolved issues inherent with the Chinese modernity.
