Abstract | This monograph traces the establishment of decentralisation and examines its operation. It analyses the debates on its adoption, the principles which underlie the system of provincial government, the development of provincial institutions and policies, and the relationship between the national and provincial governments. It focuses on the legal, political and administrative aspects of decentralisation. It concludes by examining how far the original expectations of its proponents and opponents have materialised, and provides an explanation of the manner in which decentralisation has been carried out and of its consequences. -from Authors |
