To examine the forces influencing and the nature of the objectives of Hong Kong secondary school civic education during the transitional period from a British colony to a 'special administrative region' with sovereignty returning to China in 1997. The systems analysis framework modified to incorporate both the 'political culture' and 'levels of curriculum' approach were used in this study. Library research, questionnaire and interviews are the instruments employed.
