To establish international standards of literacy against which the performance of Hong Kong students can be measured; to provide base line data against which future trends can be measured; to indicate areas of relative strength and weakness in students' performance and guide future policy in relation to the literacy curriculum; to establish the relationship between literacy levels in English and Chinese in Hong Kong in particular in relation to the use of English or Chinese as the medium of instruction.
