To establish a programme to enable secondary school teachers and university teachers jointly: (a) to explore the concept of core competencies; (b) to receive training in five key competencies; (c) to run a pilot programme for secondary and university students designed to teach these competencies and to accredit the students concerned; (d) to evaluate the results.
