1) Propose a methodology for setting dynamic congestion and emission tolls for general road networks based on multiclass hydrodynamic theory and a general FD; 2) Develop an efficient and convergent algorithm for solving the proposed DSO model; 3) Examine the properties of the models and pricing strategies developed.
