Objectives
1) To develop a systematic cooperative control method, in particular, to design fully responsive and non-disruptive load-side controllers to maintain frequency stability for a system with high renewables; 2) To develop an effective identification method to model the dynamics of aggregate loads in transmission networks; 3) To establish new frequency stability criteria for power systems with the designed load-side controllers and high renewables, and identify the system capability of absorbing renewable power.
