AbstractHong Kong is a fast-paced and densely populated metropolitan city. The demand for public transport system is immense and the government’s role in maintaining an efficient public transport system is crucial. The railway system is the backbone of the public transportation policy in Hong Kong. Mass Transit Railway Corporation (MTRC) is a state-owned enterprise (SOE), solely operates all railways in Hong Kong. This project aims to synthesize major concepts on corporate governance of SOE through studying the case of MTRC. In studying the development of MTRC in the context of SOE, OECD principles are applied to evaluate the effectiveness of cooperation between the Government and MTRC. Through evaluation and provision of recommendations, this project aims to generate insights on further policies and regulatory measures that will benefit the society both economically and socially.
