AbstractThe Property Management Service Bill (Bill) introduced into the Legislative Council on 25 April 2014 at the meeting of the Executive Council, while the Legislative Council has passed the Bill on 26 May 2016.A two-tier system has been introduced to encourage career development of practitioners in the field. After detailed interviewing with 10 interviewees in different career-level with different years of experience in this industry, the result includes positive impacts such as improved professional image of the industry, clear career path for current and potential practitioners, increasing income of the tier 1 PMPs, easier management and improved service quality, increasing income of the tier 1 PMPs. For negative impacts, it includes higher turn-over rate of the PMPs, increased pressure, imbalanced remuneration-responsibility issue, less potential PMPs entering the industry, incapable PMPs and insufficient approved courses offered by institutes and expensive study cost. Finally, there are several advises made to the Government and PMSA to ease the negative impacts brought by the Ordinance to the industry.
