AbstractThis article provides a thorough legal review of Venezuela's Organic Hydrocarbon Law, with an aim of helping Venezuela determine whether it should amend the law. This article takes a unique approach to the topic in assessing the extent to which the law incorporates international standards of efficiency. The law certainly could do more in terms of promoting international standards of efficiency. Nevertheless, the law does better in this regard than most commentators give it credit, while at the same time promoting the ideals of the Bolivarian Revolution.
