AbstractThe six suggestions to solve the problem of kindergarten teachers salaries in Chinese mainland are:(1) to launch the Preschool Education Law to plug the regulatory gaps;(2) to increase the authorized size of both public and street kindergarten teachers and to establish the employment system for private kindergarten teachers;(3) to establish a scientific system to register kindergarten teacher and monitor their qualification;(4) to develop the pay scale for kindergarten teachers;(5) to include 5-6 year children in the compulsory education system;(6) to focus on the development of early childhood education in rural areas. The reform plans of Hainan,Guangdong and Zhejiang provinces are also reviewed in this paper,and it is found that these reform suggestions are comprehensive,systematic and feasible.
要解決我國內地幼兒園教師的工資待遇問題,需要盡快完成學前教育立法工作,堵塞法規漏洞;增加公辦和集體辦幼兒園的教師編制,完善民辦幼兒園教師的聘用體制;建立科學合理的幼兒園教師認證和職稱評定制度:建立幼兒園教師工資標準和執行保障機制;逐步將學前一年教育納入義務教育體系;專門制定針對農村幼教發展的政策。通過對海南、廣東和浙江三地改革方案的分析發現,以上改革建議是比較全面、系統、可行的。
