Objectives
To describe, explain and analyze the development of the legislature in Hong Kong. This research will provide a comprehensive as well as comparative analysis of the Legislative Council. Most of the study will be based on interviews with members of the Legislative Council, as well as with their constituents, the members of the electoral college (District Boards, Urban and Regional Councils) and functional constituencies. This study, undertaken during a crucial time in Hong Kong's history, seeks to compare the Legislative Council's development vis-a-vis other colonial legislatures; to analyze how effective it has been in performing the universal legislative functions of representation, law making, oversight, and investigation; and to evaluate the impact of recent reforms to the structure of the legislature.
